The Bicycle Advisory Committee promotes the expanded use of bicycle transportation by working together with County staff to develop the County Bikeways Plan, reviewing the Plan and present a recommendation to the Board of Supervisors for its adoption; by reviewing the policies and programs related to bicycling in the Circulation Element of the County General Plan and Local Coastal Plan and making recommendations on the goals and their implementation to the Board of Supervisors; and by reviewing the policies and programs related to bicycling in the Bikeways Element of the Regional Transportation Plan and providing input to the Board of Supervisors on the goals and their implementation.

- COMMITTEE / STAFF REPORTS (10 minutes max; agendize lengthier items)
- County Public Works – Josh Roberts
- Roads took an update of the maintenance policies to the BOS in 2021 and follow up item request was to adopt some updated policies related to the pavement and bridge programs. Within the pavement program, BOS has maintained their existing target of county wide average, 65 pci, considered a good condition road, however some roads that are heavily traveled in good condition, some less traveled roads are in poor condition. 2019 analysis we have 144 mi of roads pci of 17. Terrible condition. BOS has adopted some updates with goals of maintaining roads within the url’s, bring roads up to acceptability and bring driving conditions up.
- Bridges - 50-year bridge age policy. Not a great indicator of bridge condition. Board has adopted a policy a zero deficient policy. County has determined 20 bridges in county needed replacement, on track for 10-year program to replace all 20
- Cambria overlay in neighborhood area wrapping up, almost complete.
- Cayucos - Surface treating every road in the community. A few water line replacements.
- Creston Rd resurfacing. Much better surface to ride on. Patching on Buckley.
- Out to bid - South County overlay project. Repaving of approx. 2 miles LOVR bridge East to Turri Rd. Section on bid for repaving edge to edge. Extend buffered bike lane to extend beyond the bridge to Turri.
- Submitted grant request package to SLOCOGG 2/27/22, corridor plans, Vineyard Dr corridor plan goes from Main St to Hwy 46, LOVR new start project zone from Foothill Blvd to Rodman. Core of the study would be within the community of Los Osos.
- Future projects working on now, Los Berros Road widening, wrapped up from Avis to bike lanes.
- East of that from the end of that project to Thompson, will widen bike lanes and add a left turn lane @ Dale.
- Pier Ave, corridor plan, W of Hwy 1, work with community and a consultant for a next generation project. Bike lanes enhanced.
Debora – Buckley Rd, bike lanes along city sections, Avila Ranch property. What is the latest?
Josh R – BOS voted to not continue as lead agency for the Hwy 227 corridor projects, included Buckley Rd intersection. Have a fee program associated with those projects, plan is to re-cast fee program to include all South SLO County not just 227. Fiduciary responsibility to contribute, still in discussion on how to move forward.
Buckley corridor there has been funding set aside for development. Envision oh intersection work together in regional transportation, private property to the South and Airport to the North.
Skip – Repair and maintenance of the roadways - Bike community concerned with shoulders and bike lanes.
Josh R. – 3 types of work, corrective maintenance (potholes etc) Prep, and funding becomes available perform project. Limitations on funding. Cannot guarantee the condition of the roads. If hazard to bicyclists, call in, address, put it on the record.
Public comment - LOVR study – Can you extend to the beginning of MDO?
Josh R – Opportunity is limited to priorities elsewhere in town.
Deborah – Clarification on Old Creek, patching it? West bound into Cayucos where it’s been paved, shoulder, riding
in the middle of lane? Anticipation of completion.
Josh - Everything in Cayucos and all of Old Creek Rd is being re-surfaced. Hopeful before Summer. Edge to edge.

- Caltrans – Not present, Public commented on bridge project
Public commenter on behalf of Caltrans - Started construction Torro Creek, Northbound on State Route 1, bridge replacement 1 year project. Press release there is an 8 ft width for cyclists to Southbound bridge.
Public Commenter 2 - Good visibility, vehicles traveling quickly northbound from Morro Bay to Cayucos, no blind spots, good signage.
Skip – History review of the bridges in mention.
- Air Pollution Control District – Andy M - very muffled audio
- Given a 5,000 grant to Bikes SLO County, intended to be a challenge grant, $1000 a year, intended to bolster what they provide, ATV cycle 6 Morro Bay to Cayucos connector, recently submitted a letter of support. New grant staffer, new grant available E bike share programs. Potential E Bike program. Public comment Regarding – Does that extend to micro mobility?
APCD – No, monies available is sparse, but a possibility, a conversation to be had.
- County Parks – Shaun C.
- Update on major projects. Morro Bay to Cayucos connector, active transportation grant for next cycle 6 for full construction. 7m grant app. Hoping to get funded this time around after being turned away in the past.
- In process for regional park program grant app in 3M cayucos connector, site visit coming up, matching it with another 3m recreation and tourism grant through prop 68, not heard back, waiting to hear.
- Continue to work on app for ATP
- 65% construction documents, preparing submittal for coastal dev permit for the project
- Bob Jones pathway, connector between Ontario Rd staging area, Octagon barn 4 and a half miles fully funded through ATP expect 60% construct docs within a couple weeks. Start in on right of way process for easement, studies complete of properties that survey work and borings.
- Project in process- Margarita Garden Farms Trail 3.5m grant, Yerba Buena Creek Trail, Natural Resources Agency grant to take from design to construction. Santa Margarita Ranch donated the easement Working with ranch owners on easements to help alleviate resident’s concern
- Public comment Wants to add that the land conservancy is constructing a calf barn, at the Octagon barn, official trail head for the Bob Jones Trail. Possible low-key public opening in July. Exciting news.
2)Update on the Atascadero/Templeton connector?
Shawn C – Public works managing this project, 60% construction documents, working through ROW issues with Caltrans. Partially complete, ATP grant, cost escalations, changes to the route, may be looking for some additional supple mental funding for the project.
- Public comment – Unknown commentor 2 (Male) – What was the issue with the legacy sign?
Shaun C – Determined owner of the billboard. Looking at ways to raise it up, will work around it. Understanding is that it's not removable. Owners are not willing to remove it so its an issue of working around it. Within the City of Atascadero’s property, in which rules apply.
- Public comment – Spoke to Phil Dunsmore planner for City of Atascadero, were close to losing the grant, Atascadero is just working on meetings and such for a solution this unique barrier. Deadline? February 2023 is the deadline, ROW phase by 2023, obligate construction funding by 2023.

Josh – Bikeways plan, shown as a class 2, would be covered. Nothing proposed passed Rodman.
- County Planning & Building – Steve M
- No specific updates. No EIR’s or community plans out for comment. Between now and next BAC, reserve down in South County will be out for more.
- Skip – Housing developments? Steve – re-remind, what projects need referrals. Some referrals may be delayed, lots of new county staff needing more familiarity with county processes regarding.
- SLOCOG – John D
- Hosted an event on Earth Day at the SLO hothouse, Envisioning 2035 as a car free, car light tourist
destination? Aprox 50 people in attendance, Discussions with CalPoly professors, RTA, SLOCOGG, Charles Gandy – Long Beach, Jim Brown – Sacramento, two well known bike advocates.
- Discussion regarding bicycle tours, call for projects out, 19 requests for community betterments total
11.8m. 7m to allocate. Going through a racking, scoring process?
- Applying for several grants with partners, cycle 6, state active transportation applications due June 15th, also several applications in the works, Shawn – County Parks mentioned. Cayucos connector being one. City of Paso, SLO and Atascadero has a few. County has a couple for Oceano in the works.
- A few federal grants FYI, Hwy 46, Y junction, 46-41, out by James Dean intersection, Y running short of 25m funds, Kern County antelope grade 100m short, going for Federal funds.
- 227 Trail project in the hopper, big, Us 101 managed lane, SB from Avila Beach interchange to Pismo/Grover, add enhancements, bike peds Shell Beach Rd N to Avila, to other side Mattie Rd.
- Union Rd, interchange, by Ravine, city of Paso.
- Big project, City of AG, Brisco Rd has been on hold, going after Fed grants to complete.
- Regional trans plan, looking at active trans chapter, taken the ranking and scoring method of the SLO BAC and are looking to weave that in to the SLOCOG ranking and scoring, attempting a financial constraint number. 180 projects over 30 years, 140m estimated over 30 years. Make a fit with rank and score with Intern assistance.
Skip – Follow up with BAC once ranked? Safety vs connectivity.
John - Stage of process is data cleaning, in beginning stages.
Public Commenter 1– What stage is SLOCOG in expansion of 101 Avila to Grover?
John D – Program - state solutions for congested corridor, call for grant out Oct/Nov to go for the 65m required.
Public commenter 1 – What project would come first with money?
John D - To qualify for programs, state processes have changed. Complete streets culture has changed. A requirement to win grant, prioritize AT components. Vision and concept is to continue in the same light as Shell Beach restaurant area. NB to Avila Beach Dr, through Shell Beach Rd.
Public Commenter 1 – Bike ln crossover westside to subshell Beach Rd, recommends Eastside. Less driveways to negotiate.
John – Eastside is being looked at as part of the package.
Public comment 2 - A fatality in Templeton, SLO bike club news, individual who lost control of his bike hit head on culvert. Important for committee to know about bike crashes.

- PRESENTATIONS (10‐12 minutes max)
Michelle Matsen – From Central Coast Transportation Consulting, working with SLOCOG on Pacific Coast Bike Route and US 95 signs. Changes in the routes in Cayucos and eliminate uncontrollable left turns on Hwy 1. Went through plan set and developed? Entire County concentrating on Caltrans and SLO County locations which they agreed to maintain the signs. Before construction started, there was a pause, wanted to do for Pacific Coast bike route and US bike route 95 and cover the county, to make one complete plan put in place. Re-started the project to incorporate bike route 95. Most locations will have Pacific Coast designations, every 4 signs.
Discussing various existing signage throughout the county and new signage in process. working with the city of morro bay on signage as well. County line to County line.
Changes now starting in Morro Bay, 95 scheduled to deviate between MB and SLO, 95, using South Bay Blvd and Foothill Rd. SB at LOVR and Foothill controlled lefts.
Skip – comments on Hwy 1 route, bicycle tourists Muffled Audio
John D – Central Coast Trans Consultant is working for SLCOG, SLOCOG has asked the consultant to re-
route the Pacific Coast bike route to Follow bike route 95. Trying to bolster exposure of South Bay Blvd as a corridor into Los Osos and emphasize the connection to Morro Bay. A lot in the pipeline regarding, from broadband, electric, pipes, to the bridge on South Bay, improving relations with State Parks that holds most lands.
Sent email to Shawn last week, wants to know how many hikers/bikers that were doing the trail El Choro. Additionally, have asked consultant and adventure cycling to give a presentation into the Central Coast coalition. Made up of Monterey, Santa Cruz, Santa Barbara, and San Luis Obispo Counties. Present plan to other counties so they’d know what was coming with bike route 95.
- Public comment – Sees more bike tourists on South Bay Blvd and LOVR than on Hwy 1. Bike tourists in Montana De Oro. Big climb no shoulder.
- Michelle – Working with City of SLO for Choro neighborhood. Working on additional signage, 3 existing SB signs, that will be removed. Merge back up to Choro. Route will go two different ways from Marsh or Higuera. Signs clean up happening, some missing signage missing or replaced in key places.
- Public Comment – Signage on the Bob Jones Trail? From Octagon barn to? Octagon Barn be a stop? Future discussions on signage after completion.
- Michelle – Adding a signage throughout Shell Beach, to Oceano, Grand Ave, Halcyon, add SB sign on Alt route. Signs to re-assure people are on Pacific Coast and 95. Standard installation and signs, Simplify and maintainable. Used City of Santa Cruz as a template for Pacific Coast signage.
- SLOCOG update on SR1 Pacific Coast Bike Route (SR1) and USBR 95 Wayfinding Signage Project (John Dinunzio)
- Deborah Howe ‐ LOCAC ATP Committee – Planning for the future. Incorporating Active Transportation concepts into the Los Osos Bikeways Plan
- Condensed and dense community, public roads do not have bike or walking paths. Wants to be proactive. Many roads do not go through. Need infrastructure and safe routes to school. Retirees that want to get out and walk. (No Sidewalks)
- Surveyed that 45% interested but concerned. Wants to keep a casual feel, found that a safe connection between Monarch School and Doris Ave to Palisades. LOVR between community center and elementary school.
- Problems such as folks parking in Bike lanes. No safe walking spaces for children. LOVR needs a class 1 bike path. People are not following 25 mph speed limits, going much faster.
- Los Osos community plan proposes a multi-use trail along LOVR from the Los Osos Community Park to Monarch Grove Elementary. What the LOCAC is looking for. Current plan is a class 2 plan, they want to align with a class 1.
- Between the Skate Park, community centers, dog park, playground, library, etc., there is no safe place to walk or ride bike.
- Wants to connect using core loop, existing and new infrastructure. Their core loop program that will connect s the different neighborhoods within Los Osos.
- Community supports these ideas.

Public Comment – Wants a copy of Deborah’s plan. Hoping to spur some action.
Josh – It’s state property.
Comment – Things are slow, but grass roots decisions bring ideas. Step by step generational process.
North County (Place Holder) – Allison Bradshaw talking points & discussion items – Not Present
- Skip – Summarizing the history of the committee and where it meets/aligns with the BAC of today. Still have old fashioned roads. Infrastructure that feeds new developments.
Wants to look at minutes from the last 8 meetings to see where we’re headed. Issue with members that do not show up to meetings. Important to have a quorum with complete representation.
Josh – Skip to reference BOS, on the cover of BOS webpage, a link for what the transition looks like, district map transition.
Deborah Howe – brings up point with this being election year, BOS work for us, get the relationship correct and a good time to be heard.
