San Luis Obispo County – Health Equity Training Consultant
The County of San Luis Obispo Public Health Department (SLOPHD) is soliciting proposals for a “Health Equity Training Consultant”. SLOPHD is seeking a contractor to:
- Develop a 45-60-minute recorded Health Equity 101 training for all new SLOPHD staff with corresponding exam.
- Facilitate two trainings on the Social Determinants of Health - one in-person, one virtual (recorded), with corresponding exam.
- Propose other a la carte Health Equity related trainings for SLOPHD staff, including format, structure, course overview, learning objectives, target audience, duration, SLOPHD support anticipated and price per training to be considered as supplemental training opportunities.

Frequently Asked Questions
The consultant would create content in a course authoring software that would be uploaded into NeoGov by the County of San Luis Obispo team. Software that the county has used in the past includes Adobe Captivate and Camtasia, but any software that produces a SCORM file would work.
The criteria used to evaluate the proposals fall under 5 categories:
- Project approach, methodology, schedule, & structure
- Demonstrated expertise providing health equity-related trainings
- Demonstrated expertise and experience in health equity
- Cost
- Completeness of offer
The Consultant would be expected to develop and facilitate the in-person and virtual Social Determinants of Health trainings within the 6-month time period.
The Health Equity 101 Training and any other trainings that will be in a self-paced, pre-recorded format would either need to be developed within NeoGov and/or uploaded to NeoGov, the cloud-based platform used by the County to recruit, onboard and train employees.
Proposers should decide who and how many presenters/facilitators there will be for each training and should include a description of each trainer’s experience and expertise on the topic. Subcontractor expenses are an allowable cost for this project.
Proposers should provide an a la carte list of health equity-related trainings that they could offer that would be beneficial to the Public Health workforce.
At the bare minimum, proposers will be expected to develop and provide a self-paced Health Equity 101 Training module and an in-person and a virtual training on the Social Determinants of Health. Any additional trainings provided would be upon mutual agreement of SLOPHD and the consultant. Proposers could suggest the frequency, content, format, and delivery of a la carte trainings to take place within the 6-month period.
SLOPHD is looking for training specific to the workforce serving San Luis Obispo County and its residents
At this time, funding has only been identified for this 6-month timeframe. Depending upon the need and availability of funding, the Health Equity Training Consultant contract may be extended past the 6-month timeframe.
Any additional trainings that would be provided during this 6-month period should have an evaluation component. An evaluation tool for each proposed a la carte training does not need to be included in the proposal.
