Minutes

  1. Welcome and Introductions: The meeting was called to order at 3:03 PM.
  2. Public Comment: No public Comment
  3. Approval of Minutes the Executive Minutes: A motion was made by Dan Dow and seconded by Nicholas Drews to approve the minutes from December 12, 2022.  All in favor, motion carried.
  4. Proposed changes to AB109 Budgeting process.
    • ​​Departments would budget revenue equal to the projected salary cost for the existing AB 109 positions for the following fiscal year. 
    • Any departments with AB109 services contracts where there is an automatic AB109 CPI increase as part of the contract; CPI will need to be budgeted with AB109 revenue.
    • Departments will budget revenue equal to the overhead for the AB109 funded staff and program cost.  That is calculated by the countywide cost allocation plan provided by the Auditors office.
    1. Ian Parkinson made a motion to adopt the new budget process, second by John Peters, all in favor motion carried. 
  5. Approval of the Amended FY2023-24 CCP Budget:  Wendy provided CCP members a copy of the amended status quo budget.  The budget includes the proposed adjustments and overhead for each department.  The new proposed budget for FY 2023/24 is $12,788,782.62.  Based on CSAC’s estimate for FY2023/24, roughly $542,000.00 will need to be pulled out of reserves to fund the FY2023/24 budget. $1 million will be maintained in contingency reserves per AB 109’s bylaws.   A motion was made by Dan Dow., Second by Ian Parkinson to approve the proposed FY 2023/24 budget.  All in favor, motion carried.
