BenXcel Support

To complete Open Enrollment, employees must login to BenXcel.net to make their Open Enrollment benefit plan elections. All changes made during the 2024 Open Enrollment will be effective January 1, 2024. Please use the resources below to login to BenXcel and complete your enrollment.

Panels

Single Sign On - If you are on the County network, you can use the BenXcel Single Sign On to automatically login to BenXcel.net.

Username and Password - If you are not connected to the County network, you can login to BenXcel using your username and password. Go to BenXcel.net.

  • USERNAME: First letter of first name, full last name, entire DOB
    • EX: Judy Smith-Doe   DOB: 01/25/1973
    • Username: jsmithdoe01251973
  • PASSWORD: your password will be whatever you reset it to be last Open Enrollment. If you did not change your password, it may still be the same as your new hire password. Your password would be full last name, first letter of first name, last four of Social Security Number (SSN).
    • EX: Judy Smith-Doe   SSN: 123-45-6789
    • Password: smithdoej6789
  • COMPANY NAME: SLO

Password Resets

  • If you are having system issues or have forgotten your username and/or password, you can use the "Forgot Password" button or call BCC at (800) 685-6100.
  • If you enter the wrong username/password more than 5 times, you will be locked out of your account. 
    • You can either call BCC or contact your Payroll Coordinator.
  • Contact your Payroll Coordinator for assistance with logging in and/or resetting your password.
  1. Welcome Page
    • You must agree to the Employee Usage Agreement and Legal Agreement
  2. Demographics Information
    • Confirm your mailing address
    • Add a mobile phone number and personal email address
  3. Spouse
    • Review spouse demographics information and/or add a spouse profile.
    • Select Skip if you don't have a spouse or if you do not plan on adding your spouse to your benefits. 
  4. Child Information
    • Review child demographics information and/or add a child profile.
    • Select Skip if you don't have any children or if you do not plan on adding any of your children to your benefits.
  5. Medicare
    • If you have Medicare, you will need to add your Medicare information. Some employees may have Medicare Part A if you are age 65 or older.
    • Use the CONTINUE button if you do not have Medicare.
  6.  Dependent Eligibility
    • This is an informational screen listing the required documentation if you are adding a new dependent to your benefits. You will be required to upload dependent documentation as outlined on this page.
  7. Enroll Now 
    • Elect to waive County medical or Enroll
    • VSP Vision Plan
      • Enroll and add or remove dependents to your vision plan 
    • Dental Plan
      • Choose a dental plan (Aetna or Delta)
      • Add or remove dependents to your dental plan 
    • Medical Plan
      • Choose a medical plan (Blue Shield Tandem, Choice, Care, EPO, HDHP)
      • Add or remove dependents to your medical plan 
    • Voya Life Insurance, ADD, and Disability
      • BU 04, 06, 07, 08, 09, 10, 11, 12, 15, 16, and 17 are eligible for employer paid Voya Life Insurance, ADD, and Long Term Disability
    • Voluntary Voya Life Insurance (Employee, Spouse, and Child)
      •  All BUs may voluntarily elect life insurance. This will be employee paid and you may be required to fill out an Evidence of Insurability (EOI) form before your life insurance is active. Review the brochure for more information.
    • Voluntary Voya Long Term Disability
      • BU 01, 02, 05, 13, 31, and 32 are eligible to elect voluntary, employee paid Long Term Disability
    • Tax Savings Accounts (Voluntary)
      • Healthcare Flexible Spending Account (FSA)
      • Dependent Care Flexible Spending Account (DCFSA)
      • Health Savings Account (HSA) - can only elect if you are enrolled in the HDHP and eligible for an HSA
      • Limited Purpose FSA - coordinates with the HDHP and HSA
    • Aflac Certification and Education
      • Informational section about Aflac, select Continue
    • Voluntary Aflac Critical Illness
      • You can elect either $5k, $15k, or $30k coverage
    • Voluntary Aflac Accident Insurance
    • Voluntary Aflac Hospital Indemnity
    • Accolade, Headspace, Carrum Health, and Rx 'n Go
      • These are free benefits to medically enrolled employees. You medically enrolled dependents may be eligible based on program guidelines. Your dependents will not show up under this benefit in the enrollment tunnel. 
  8. Upload Employee Documents
    • If you waive County medical insurance or added a new dependent to your coverage, you must upload documentation. 
    • If the above does not apply and you do not have any documentation, you can skip this section.
    • If you do not have your required documentation prepared, you can skip this section and login to BenXcel at a later date to upload your documentation.
  9. Beneficiary Information
    • If you have Voya Life Insurance (employer paid or employee paid), you should confirm your beneficiary information.
  10. Confirmation Statement
    • Review your Confirmation Statement to confirm you have elected the correct benefits and added/dropped your dependent(s). 
    • Save a PDF copy or print a copy of your statement for your records.

Select the FINISH button to complete your Open Enrollment Tunnel.

FAQs

Please review the Mandatory Open Enrollment Actions page. You must login to BenXcel and take action if:

  1. You waive or wish to waive County medical insurance, with proof of other group coverage.
  2. You want to elect and/or re-elect a Flexible Spending Account or Health Savings Account for the 2024 plan year.

If you want to change your plans or add/remove dependents to your plans, you must take action.

If you do not wish to make any changes, you do not need to take action. However, it is always recommended that you login and review your demographics information. You will automatically be rolled over into the Blue Shield equivalent of your current medical plan.

If you cannot use the "Forgot Password" function on BenXcel, please reach out to your Payroll Coordinator for assistance. Your Payroll Coordinator can reset your password and/or assist with logging into BenXcel. 

The first sections of the Open Enrollment Tunnel go through demographics information for the employee, spouse, and children.

  • If you do not have a spouse or children, you can skip these sections by using the "Skip" button.
  • If you have a spouse and/or children, but you do not plan on adding them to any of your benefits you do not need to add them to BenXcel. You can skip these sections by using the "Skip" button.
  • If you do not have Medicare, you can skip this section by using the "Continue" button.
  • If you do not input any information in the Medicare section of the Open Enrollment Tunnel, then you select "Save & Continue", you will not able to proceed.
  • If you do have Medicare information, input your Medicare information and use the "Save & Continue" button.
  • While in the Demographics sections make sure all the dependents (spouse/children) are added and their demographics information are correct. If you are adding a new dependent, you will need to use the "Add" button to create a new profile for them in BenXcel.
  • For each benefit, you will see a list of eligible dependents. To add your dependent to the benefit, you must select the check mark. You will see the check box selected and the rate will change when your dependent has been added.
  • Check your Confirmation Statement at the end of the enrollment tunnel. Make sure your dependents are listed on the benefits you want. If the dependent is not listed on the Confirmation Statement, they have not been added.

If you need to go back to a prior section, you can use the navigation bar on the left-hand side of the screen to select a previous section. Please note, that if you go back to a previous section, you will have re-confirm the next sections.

If you are in the Enroll Now section and want to go back to a previous benefit, scroll up to the benefit and use the drop down arrow on the upper right-hand side of the benefit to re-open the benefit. You will be able to edit your plan selection or add/remove dependents. You will then be required re-confirm elections for the next benefits, even if you already previously made those elections.

  • On the last screen, you will have a chance to review your Confirmation Statement.
  • If everything looks right and you are done, you will select the "Finish" button on the bottom right.
  • You will then be shown a pop up saying you have completed your Open Enrollment elections. Select the "OK" button.
  • You will automatically be redirected to your BenXcel Dashboard when you're done.

The last step of completing your Open Enrollment Tunnel is the Confirmation Statement. You will have the opportunity to review enrollment elections. Your future enrollment elections reflect the changes you made during Open Enrollment. Make sure to check that you are enrolled in the correct plans and have added/dropped any of the dependents you wanted. 

If you scroll to the bottom of the screen, you will have the option to print your Confirmation Statement to save a copy for your records. Use the "Print" button to print or save as a PDF. 

To complete your Open Enrollment, use the "Finish" button in the bottom right of the screen. A pop up will let you know that you have completed your Open Enrollment and you will be redirected to your BenXcel dashboard.

If you did not save a copy of your Confirmation Statement while in the tunnel, you can login to BenXcel and access your statement at a later time. See the Save Confirmation Statement Instructions for additional help.
