(Free) Plumbing Retrofit Program
Residents living within the Nipomo Mesa Water Conservation Area (NMWCA) or the Paso Robles Groundwater Basin (PRGWB) with higher water-using toilets, showerheads, and faucet aerators may be eligible to receive free water-efficient plumbing fixtures. Participants are accepted on a first come, first-serve basis while funding is available.
The following fixtures are eligible for replacement:

Toilets that use more than 1.6 gallons per flush (gpf);

Showerheads that use more than 1.5 gallons per minutes (gpm); and
-
Faucet aerators that use more than 1 gpm.
Older fixtures will be replaced with the following:

Toilets will be replaced with new 1.28 gpf models;

Showerheads will be replaced with new 1.5 gpm or less models; and
-
Faucet aerators will be replaced with new 1 gpm models.

What is the process?
Check Eligibility and Availability
Email [email protected] your address and existing plumbing fixture flow rates to see if your property is eligible for free plumbing fixtures and if funding is available.
Work Request Filed
If eligible and if funding is available, County staff will file a work request with our contracted licensed plumber.
Schedule Appointment
The licensed plumber will contact the property owner to schedule an appointment for the plumbing retrofit.
Sign Certification Form
After the retrofit installation, the property owner will sign a form certifying the work was completed and the plumber will submit the paperwork to the County.
Who is eligible?
This service is for residents living within the Nipomo Mesa Water Conservation Area (NMWCA) or the Paso Robles Groundwater Basin (PRGWB) whose fixtures to be replaced meet the following criteria:

Toilets that use more than 1.6 gallons per flush (gpf);

Showerheads that use more than 1.5 gallons per minutes (gpm); and
-
Faucet aerators that use more than 1 gpm.
