Los Osos Basin Plumbing Retrofit-On-Sale Program (Title 8)
The Retrofit-On-Sale (Title 8 Retrofit Certificate) is a requirement for all homes being sold in the Los Osos Groundwater Basin. This includes homes that were built before 1994 and homes that were previously issued a Title 8 Retrofit Certificate. The certificate is a formal County-approved document that certifies that the home being sold meets all retrofit requirements for the existing plumbing fixtures (toilets, showerheads, faucet aerators) in the home.

What is the process?
Complete Title 8 Retrofit Verification Form
Prior to transfer of title, a Title 8: Retrofit Verification Form (Parts 1 and 2) must be completed and submitted to the Department of Planning and Building. All sections must be filled out correctly for the retrofit certificate to be issued.
- Circle whether a faucet aerator is present on each of the sinks and the respective flow rate. If a faucet aerator is not present or flow rate is over 1 gallon-per-minute (gpm), replace and state the new flow rate.
- If a property contains more than 2 bathrooms, a second Retrofit Verification Form must be submitted with the flow rate of the fixtures for each additional bathroom.
- The Title 8: Retrofit Verification Form must be completed and signed by either a licensed plumber or a licensed home inspector.

Following submittal, the Department of Planning & Building will review the information and, if approved, provide the Seller or Agent, via email, a Title 8: Retrofit Certificate.

A Title 8 Retrofit Certificate is a formal, County-approved document that certifies a home being sold in the Nipomo or Los Osos Groundwater Basin areas has met all the retrofit requirements for existing plumbing fixtures (toilets, showerheads, faucet aerators). This includes homes that were built after 1994 and homes that were previously issued a Title 8 Retrofit Certificate.

To apply, follow the steps outlined in the above page to complete and submit a Title 8 Retrofit Verification Form to the County of San Luis Obispo Department of Planning & Building.
- All toilets in a home using more than 1.6 gallons per flush (gpf) must be replaced with toilets less than or equal to 1.6 gpf.
- All showerheads in a home using more than 2.5 gallons per minute (gpm) must be replaced with showerheads less than or equal to 2.0 gpm.
- All faucet aerators in a home must be 1 gpm or less.
Note: the high flow plumbing fixture requirements differ between the Los Osos Basin and the Nipomo Mesa Water Conservation Area. Please be sure to apply to the correct program. You can find which boundary a home is in here.
The Title 8 Retrofit Certificate will be issued via email within 3-5 business days of submittal to the Department of Planning & Building.
