CSA 23 - Santa Margarita
County Service Area 23 (CSA 23) was formed on July 27, 1999 and provides water services and lighting to the unincorporated community of Santa Margarita. Water is sourced entirely from groundwater. Typically, the groundwater is sufficient to meet the community’s needs, though drought conditions have historically impacted its availability. In 2016, the Intertie Project, a 2.5-mile pipeline along El Camino Real, was completed to ensure a reliable water supply during emergencies. CSA 23 consists of two (2) active groundwater wells and two (2) water storage tanks, currently serving to meet the needs of Santa Margarita customers.
