Per County Code (Titles 21, 22, and 23), curb, gutter, and sidewalk is required in specific areas for new construction or substantial improvements to existing structures. In general, curb, gutter, and sidewalk is required within an urban reserve boundary and for new subdivisions. Substantial improvement is defined as the project's valuation being greater than 25% of the existing improved valuation of the property. In areas where curb, gutter, and sidewalk already exist, the existing sidewalk may need to be repaired as part of the project.
