  1. Probation / Juvenile Hall / Coastal Valley Academy – (Tom Milder, Assistant Chief) Gave a legislative update on bill AB 134. The bill would prohibit a person who is 25 years of age or older, or a person who was, prior to July 1, 2023, sentenced to state prison and was found to be a ward of the court and committed to the Division of Juvenile Justice.  Existing law requires the Division of Juvenile Justice to close on June 30, 2023, and provides for the transition of youth who are currently housed within a Division of Juvenile Justice facility to the care and custody of counties.

(Marguerite Harris, Chief Deputy)- The current juvenile population is seventeen; of those two are part of the secure track SORE Program, 4 are enrolled in CVA.  Once CVA youth is scheduled to leave the program today to transitioning back to the community. A youth from Santa Cruz County currently enrolled in CVA will be successfully completing the program next week and returning to Santa Cruz County. 

Marguerite Harris gave an update on the project currently at the Juvenile Hall.The custody yard is now complete.The CVA garden was approved and is in the process of being rephased.The laundry facility is now complete and will be used for CTE training and teaching life skills to youth.CTE capital improvement project is schedule to begin next month.

(Kyle Nancolas, Chief Deputy) -   The contract with Restorative Dialog is now finalized.  Creative Mediation and Wilsher will be renewing their contract to continue justice services for youth in the upcoming fiscal year.  Currently in the process of finalizing an MOU for services for Spanish and independent living program services.

  1. Department of Social Services: (Angella Holmes) Child Welfare is in the mist of five-year system improvement plan with probation.  Child Welfare goal is to improve placement stability by continuing to exceed the national average.  As part of the system improvement plan, DSS is required to report on areas of need improvement.  One being permanency in 12 months for youth who have been in foster care for 24 months or longer.  As well as reentry to foster care within 12 months.  The department of DSS is fully staffed.  Currently have 250 youth in out of home care.  The highest number of youths are in unification, 46 youth in permanent placement, 54 youth who are in supportive transitions.
  2. County Office of Education: (Katherine Aaron) Twelve youth on the detention side are enrolled in school, as well as three from CVA.  Eighteen students are attending summer school at Loma Vista, breakfast and lunch is provided to all students.  The funding for the Juvenile Hall and Loma Vista was approved for an amount less than originally anticipated.  Katherine Aaron thanked the JJC – DPC for the letters of support.  The County office of Ed is entering for the Mixteco contract second year with Center Family Strengthening.  Once the contract is finalized MOU will be put in place with all the collaborating agencies.  The mobile kitchen passed the final health inspection.
  3. District Attorney’s Office: (Steve Von Dohlen) No Update
  4. Behavior Health Department – (Paula McGrath) A new record management system will be implemented effective July 1st.  The new system will be used to store digitized medical records.  The behavioral health department staff are in the process of being trained on the new system. The Behavioral Health Department is under new management, Star Graber is the new director effective July 1st, 2023.
  5. Superior Court- (Judge Peron) Judge Peron, is enjoying her new assignment. 
    • Rick Randolph was sworn in as Commissioner of DPC.
  6. District Attorney Office: The next Anti-Gang planned consortium meeting is scheduled for Thursday, August 17th, 2023, at 2:00 PM.  More information to follow.
  7. Law Enforcement: (Commander Nelson) The youth summer camps will begin this month, and will be held at Lillian Larsen, Cayucos Elementary School, Mesa Middle School.  The summer camps are limited to the fist 120 applicants.  Applications can be found on the Sheriffs website.

  10. Truancy Board Meeting – (Cindy Wittstrom & Arlene Sackman) A training session is scheduled for September 15, 2023
  11. Budget Report: Kayla Plourde, will be given an update at the next meeting.

  13. Prevention Intervention Youth Sub Committee– (Amelia Plemons) No update
  14. Anti-Gang Coordinating Commission – (Cindy Wittstrom) No update
  15. Human Trafficking Task Force – (Jim Brabeck) No update
