  1. CALL TO ORDER:  March 7, 2023 The DPC meeting minutes was called to order at 11:06AM.  The Delinquency Prevention Commission made a motion to approve the minutes for the month of February, that were taken by Maria Woodworth and reviewed by Commissioner Chairperson DJ Pittenger and Vice Chair, Karen Donaghe. 
  2. CORRESPONDENCE: Greg Gillette has resigned from the JJC- DPC Commission.

  3. PUBLIC COMMENT: No public comment.

  4. Probation / Juvenile Hall / Coastal Valley Academy – (Kyle Nancolas, Chief Deputy) The Probation Specialized Foster Home contract was approved by the Board of Supervisors on January 24, 2023.  Family Care Network is the contracted with a foster family agency to work in collaboration with Probation. The program is currently in the recruiting phase, Family Care Network is working to identify a rental property that is within the $2500.00 price range, in San Luis Obispo County, a foster parent has been identified.  (Marguerite Harris, Chief Deputy) - Gave an update on the ongoing projects at CVA.  The grass in the CVA play area is being replaced with synthetic lawn.  A portion of the Juvenile Hall kitchen facility has been converted into a laundry facility with industrial size washer and dryers to help teach the youth life skills.   Title 15 inspection is scheduled for later this month.

  5.  District Attorney’s Office: (Steve Von Dohlen) The Anti-Gang Coordinating Commission did not meet in February; no feature date is set.  The school resource officer meeting has no feature date set.  Karen Donaghe is the Juvenile Justice designee that has been appointed to attend the meetings.  Deputy Probation Officer Julie Elisalda has been working in collaboration with District Attorneys office to update the current SRO list.  Thanked San Luis Obispo Probation Department for hosting Juvenile Justice Realignment Subcommittee.  The Juvenile stakeholders meeting will be hosted by Judge Peron and is scheduled for March 28, 2023, at 11:00 AM.   

  6. Department of Social Services: (Angella Holmes) In February Child Welfare Services received 321 calls of allegations of child abuse and neglect; 54 % of those were assigned to Social Workers for investigation.  The primary allegation of those cases were general neglect at 67 %, following by emotional abuse at 37 %, physical abuse at 27%, followed by severe neglect, exploitation and sexual abuse.  Currently have 29 open cases of youth that are in the process finalizing investigation cases and family maintenance, 71 youth are in the final stages of reunification with their parents, 106 youth are in permanent placement, 56 youth are in supportive transitions.   

  7. County Office of Education:  (Katherine Aaron) The County office of Education is seeing a significant escalation  of student being in crisis.  Specifically, in the Chris Jespersen Intensive Therapeutic Program. It has risen to a level that MHET team is making a recommendation of the students being placed at CJ.  This is for youth who can’t be successful because of their mental and emotional health needs in general education classroom.   There is an array of placement options that include special education services, counseling support, intensive therapeutic classroom from elementary through high school. The intensive therapeutic classroom has typically 50% support of mental health services.  The Chris Jespersen Program is a campus that provides full-time mental health support for students.  The student to staff ration is 2-1, with an average of 10 students to a classroom and 5 adults in a primary and secondary classroom. This is the last stop before a student is sent out of County to a residential placement.  The parent video is in the final stages of being released pending approval.  The video gives a brief overview of the arrest and booking process, where they are placed, PBIS, programing and visitation.  The intent is to help parents understand the process and provide an insight on how a minor is cared for while in custody.(Chris Balogh) passed a CET update with the different programs that are currently in place at Loma Vista.  A mobile food trailer has been ordered from LA Custom food trucks and it’s expected to be completed within 3 months.  The food truck will be used at Loma Vista and Juvenile Hall and Chris Jespersen.

  8. Behavior Health Department – Lynley Ewen is the new program Supervisor is overseeing Juvenile Hall, CVA, and Intensive Mental Health Program for foster youth. Alisson Sommers is the new Program Supervisor for youth services Atascadero. Maryam Davodi-Far is the new program supervisor at Martha Place.

  9. Superior Court- (Judge Peron) is pleased with the collaboration and effort with all agencies in SLO County to assist Justice involved youth.
