Purpose To provide guidelines for developing a plan to reenter CVA for youth who have been removed from CVA

Overview

Youth who have been removed from CVA shall be given an opportunity to return to the program after meeting with their assigned DPO who will review the youth’s behavior that resulted in their removal from CVA. Additionally, the assigned DPO will assist the youth with developing a plan to successfully manage their behavior and return to CVA.

Specific Procedure

  1. Whenever a youth is removed from CVA, following an arrest, the youth shall be booked into Juvenile Hall
  2. The youth’s assigned DPO shall meet with the youth to review the youth’s problematic behavior which resulted in their removal from CVA
    1. The DPO shall discuss the youth’s options for returning to CVA, including the development of a Youth Restoration Plan
    2. The DPO shall inform the youth that any negative behavior exhibited in Juvenile Hall will affect their reentry into CVA
  3. Youth Restoration Plan
    1. The DPO shall review, but does not need to finalize, a Youth Restoration Plan with the youth within 3 (three) business days following the youth’s removal from CVA or prior to the youth’s Detention Hearing, whichever comes first
    2. Information contained in the Youth’s Restoration Plan shall be included in the Detention Report
    3. The Youth’s Restoration Plan shall include a CVA Reentry Proposal developed by the youth
      1. The youth’s CVA Reentry Proposal shall be reviewed by the youth’s assigned DPO
      2. The youth shall present their CVA Reentry Proposal at a CVA Youth Advisory Committee (YAC) Meeting or with CVA Staff
    4. Youth Restoration Plans, including the youth’s CVA Reentry Proposal, shall be finalized within ten (10) business days following the youth’s removal from CVA
      1. CVA Staff shall review the youth’s Restoration Plan, CVA Reentry Proposal, and the youth’s behavior in Juvenile Hall at the first available weekly CVA Staff meeting
      2. CVA Staff shall decide when to return the youth to CVA, if appropriate, or develop a plan for how to continue to work with the youth towards returning to CVA
        1. Youth who have completed their Restoration Plan and are in good standings at Juvenile Hall shall be returned to CVA as soon as possible
      3. The DPO shall include information contained in the Youth’s Restoration Plan, CVA Reentry Proposal, and staff’s recommendation for the youth’s return to CVA in the youth’s Dispositional Report
      4. Completed Youth Restoration Plans, including the youth’s CVA Reentry Proposal, shall be imported into Monitor
