Land Use Permit Modification
A Project Modification Application may be used for minor modifications to a previously approved land use permit that meet the following three criteria in County Code Section 22.64.050 or 23.02.038.
What is the process?
Step 1: Minimum Requirements
The proposed modification(s) cannot result in: (1) an increased impact that was specifically addressed during environmental review; (2) a change to any condition of approval; or (3) a change to a project feature that was specifically addressed by the review authority.
Step 2: Identify the Original Land Use Permit Number

On the top right-hand corner, use the search feature, and select the correct property within the pane on the left side of the screen.

The property can be found using an address or Assessor's Parcel Number (APN); or
-
If searching by address, multiple points across the region may be displayed. All possible addresses matching the search results will be shown on the bottom or side of the screen. Double click on the desired result to enlarge the map to the parcel.

Select the parcel by clicking on the property within the map pane.

Once the property is found, press the "view additional details" button. This will provide a list of Energov permits for the parcel, including the land use entitlement you wish to modify.
Step 3: Assemble Required Documents
- Modification to Land Use Permit Application - completed & signed
- Land Use Application - completed & signed
- Modified Plans
- Inlcuding a new completed Plot Plan
- Summary of Proposed Changes
- Written justification for how the proposed change(s) meet the criteria in County Code Section 22.64.050 or 23.02.038
- Consent of Property Owner (if applicable)
Step 4: Apply Online
Please apply for a land use permit modification through the online service PermitSLO.
- To apply online, click Land Use Permit Application
- Click Apply
- Login by providing your email address and clicking "Next", or "Create an account", if you are a new user.
- Follow the step-by-step instructions.
- Upload the required documents in Step 3 before clicking Submit.

Step 5: Pay Invoice
Planning staff will email the billing contact an invoice. Pay invoice here*.
Once the invoice is paid, the project review timeline will begin.
Please note for all Planning and Building applications, after 15 days of non-payment of invoice, the application will be voided and resubmittal will be required.
Step 6: Review Application and Documents
If the application and documents are complete, the project modifcation will be accepted for processing. If the application and documents are missing information, the project modification will be placed on information hold.
Step 7: Reach Decision
If the application meets the criteria in County Code Section 22.64.050 or 23.02.038, staff will determine that the modification is in substantial conformance with the previously approved land use permit application. If the application does not meet the criteria in County Code Section 22.64.050 or 23.02.038, staff will deny the projection modification.
Who is eligible?
This service is available to anyone applying for a modification to an existing permitted telecommunications facility.

This service is available throughout the year during regular business hours except during scheduled holidays.

Ultimately, the use proposed by a land use permit application must be consistent with applicable land use regulations, including but not limited to the County's General Plan, land use ordinances (inland or coastal), and any applicable area and community plans.

- Are existing roads adequate to serve my proposed use?
- Are there adequate fire safety provisions for my proposed use?
Land use regulations are important because they determine where particular uses can be allowed and what requirements must be met and procedures be completed before a particular use is allowed.
