County Treasury Quarterly Report of Investments
The Treasury produces a quarterly report of investments no later than the 20th of the month after the end of each quarter. This is done to provide school districts, County departments, and the public with important information for each investment held, including the cost and current market value.
The San Luis Obispo County Treasury acts as the County’s bank, and is responsible for investing County funds that are not needed for near term operations. By state law, the Treasury manages not only funds that belong specifically to County government, but also all school districts that operate in the County. All these funds are combined for investment purposes into one “investment pool.” California Government Code places restrictions on how the Treasury can invest the funds, with mandated priorities of safety first, then liquidity, then yield. Accordingly, the Treasury does not invest in stocks, but rather only highly safe and liquid investments such as CDs, US Treasury bonds, other US government-backed securities.
