Hazardous Materials Facility - Ownership Transfer - Authorization/Permitting
This service provides information on requirements for prospective new owners of existing or former Hazardous Materials or Hazardous Waste Facilities.
Agency Program District Inspectors and Supervisors are available to answer questions on requirements. All of the programs have pre-operation requirements to be met prior to operating a hazardous materials facility. Some of the programs, such as Underground Storage Tanks, Tiered Permitting (hazardous waste treatment), and California Accidental Release Prevention (Cal ARP) require a permit or authorization to be issued to the new owner and/or operator before the system can be operated. Permitting can be completed within 30 days if all completed required documents and training records are submitted.

This service is available to all new prospective owners, representatives, or existing owners looking to provide information to buyers.
Is there a charge for this service?
No fee is required for verbal consultation for new prospective owners. Once it is determined that the site meets requirements to be regulated by the Environmental Health Services Division, facilities where hazardous materials above threshold quantities are handled and stored, are subject to annual fees for inspection and regulation. Routine inspection fees are included in the cost of the annual health fee. However, chargeable reinspections may be necessary as determined by the results of the routine inspection.
