Juvenile Justice Coordinating Council (JJCC)

The Juvenile Justice Coordinating Council (JJCC) is an advisory body required by Welfare and Institutions Code section 749.22 and tasked with developing and implementing a continuum of county-based responses to juvenile crime. The JJCC Meeting is open to the public and will be held at the County of San Luis Obispo Probation Department Main Office at 1730 Bishop Street, San Luis Obispo.

- Welcome and Introductions: The meeting was called to order at 2:32 PM.
- Public Comment: No Public Comment
- Review and Approve Minutes from March 25, 2022, and April 19, 2022: A motion was made by Katherine Aaron and seconded by Jon Nibbio to approve the minutes from March 25, 2022, and April 19, 2022. All in favor, motion carried.
- Juvenile Justice Realignment Subcommittee (JJRS) Update: The Juvenile Justice Realignment subcommittee met on July 26, 2022. The JJRS made block grant expenditures modifications to the plan. The Block Grant modification are as follow:
- The JJRS has approved Specialized Probation Foster Home funding through 823 funds.
- A fulltime Juvenile Hall Programs Manager to oversee volunteer programing. Currently have a position in collaboration with Restorative Partners. The Program Manger position will be expanding to fulltime embedded position within the facility that will continue to oversee volunteer programing.
- A Realignment / Programs Deputy Probation Officer will be funded through 823 funding.
- Specialized Facility Placement Funding will be used to help youth transition from secure detention back into the community.
- The allocation Block Grant Funding for 2022-2023 was received in the amount of $913,511.00. The State Budget Act Facilities Improvement allocation is in the amount of $1,206,365.00; this is an increase from the last FY allocation. The funding will be used for capital improvement projects within the Juvenile Hall facility.
- The OYCR visit that was scheduled for August 17, 2022, was cancelled.
- Review Data and Trend Analysis:The data and Expenditure Report is due to the Board of State and Community Corrections (BSCC) by October 1, 2022. The report will cover data and trend analysis; as well as expenditure details from last year’s plan (FY 2021-2022).
- Trend analysis are as follows:
- The middle school and high school enrollments are down 1.3% from last fiscal year.Juvenile arrest trend in SLO County is down by 44% between 2020 and 2021.
- Juvenile bookings were down 35% between 2020 and 2021 with bookings as follows: 23 for felony offenses, 25 for misdemeanors and 35 for other offenses which included 26 for probation violations, 8 for warrants and 1 for a violation of home supervision.
- Trend analysis are as follows:
- Review Expenditures Details from Fiscal Year 2021-2022 Annual Plan: Youthful Offender Block grant 2021 Expenditure and Data Report is due to BSCC on October 1, 2022. Report one, reports on Juvenile Justice data. San Luis Obispo County Probation Department from January 1st to December 31, 2021, had 64 petitions filled, 11 informal, and 0 Diversion. The gender population is 126 males, 57 females. Report 3 reports on Juvenile Court Dispositions resulting from petitions for delinquent acts. The arrest reports shows 16 felony arrest, 49 misdemeanor, and 5 status arrest for 2021.
- Wrap Up and Next Steps: Submit Expenditure and Data Report to the Board of Supervisors
- Submit Expenditure & Data Report to BSCC by October 1st.

- Update and Review JJCPA/YOBG Consolidated Annual Plan for FY 2023-2024
