POTENTIAL PROGRAM FOR INCLUSION IN THE STATE COMMUNITY DEVELOPMENT BLOCK GRANT CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY ACT (CDBG-CV) APPLICATION – The County of San Luis Obispo plans to submit to the California Department of Housing and Community Development (HCD) an application for State Community Development Block Grant Coronavirus Aid, Relief, and Economic Security Act funds, CDBG-CV2 and the CARES Act, respectfully.

HCD set aside approximately $50 million of its Community Development Block Grant CARES Act funds, or CDBG-CV2, in support of Homekey projects. The Homekey Program was created and funded by the state for agencies to acquire hotels. motels, apartment, and other buildings to provide homes for people experiencing or at risk of homelessness.

WHAT IS BEING PROPOSED:  The Housing Authority of the City of San Luis Obispo’s (HASLO) Homekey project in the City of Paso Robles (Project Homekey) is eligible for CDBG-CV2 funds to rehabilitate the facility.  HASLO requested the County submit on their behalf in the amount of $5,034,842 for rehabilitation work.  HASLO aims to use the CDBG-CV2 funds to undertake interior and exterior alterations, for critical infrastructure replacements, such as roof repairs, replacing outdated plumbing, electrical upgrades, and life and safety enhancements for the residents.  The County would administer the project using $65,158 in administrative funds.  Total funding request per the application is $5.1 million.

Eligible CDBG-CV2 activities paid for with State CDBG funds must meet one of the three National Objectives listed in CDBG Federal Statues as follows: benefit to low-income households or persons (also called Low/Mod Benefit), slums and blight (addressing physical problems in specific neighborhoods) or meeting urgent community development need (a need resulting from a state or federal declared disaster or posing unforeseen risks to health and safety).  In addition, eligible activities must be used directly to prevent, prepare for, or respond to COVID-19 and meet CDBG requirements as provided and directed by HCD in the published Notice of Funding Availability (NOFA).

Under the proposed rehabilitation project by HASLO, the CDBG-CV2 funds will help special needs populations, e.g., homeless or persons at-risk of being homeless, to find shelter which will help prevent, prepare for, and respond to COVID-19.  Therefore, the project will address the Low/Mod Benefit objective.  Temporary relocation of clients within the project site may occur.  HASLO will comply with the County’s Displacement and Relocation Plan in case a client must relocate due to the proposed rehabilitation work.

The County promotes fair housing and makes all its programs available to low- and moderate-income families regardless of age, race, color, religion, sex, national origin, sexual preference, marital status, or handicap.

The County will apply under the HCD NOFA prior to the August 31, 2021 deadline.  The County does not expect to expend any Program Income dollars in the next program year/contract term involving this project.

WHERE YOU COME IN:  The purpose of this public meeting is to give community members an opportunity to make their comments know regarding the County’s application for CDBG-CV2 funds. 

Any member of the public may virtually participate in the meeting and be heard on the item described in this notice, or members of the public may submit written comments to Tony Navarro at the County Department of Planning and Building (see below for contact information).  Comments and questions are invited during this 5-day comment period on the proposed application to HCD.  Through the CARES Act, the U.S. Department of Housing and Urban Development (HUD) issued a mega-waiver for grantees that will enable swift implementation of CDBG-CV grants that allows for a truncated public comment period (5-day comment period as opposed to the standard 30-days).  On June 16, 2020, the Board of Supervisors approved the Urban County of San Luis Obispo’s Community Participation Plan to allow the 5-day public comment and review period, consistent with the Community Participation Plan and the HUD mega-waiver.
