The District 5 Team
Jennifer Kinnear
Legislative Assistant
Jennifer was raised on a small farm outside Nashville, Tennessee. Growing up with 4-H, cattle, and agriculture, the Central Coast has easily become home. Jennifer attended Belmont University in Nashville studying fine art and marketing. After graduation, she worked in university chaplaincy in Canada for four years, working with university art students and facilitating collaborative projects on a variety of campuses. She even learned to snowmobile and ice fish, enjoying the stunning beauty of Canadian winters.
In 1999, she moved to Los Angeles and completed her Masters in Theology and Art at Fuller Theological Seminary and continued working in university chaplaincy at both USC and the Claremont Colleges. She met her husband–a native of Santa Margarita–in Los Angeles, and they moved to the Central Coast in 2012 and bought a small ranch in Paso Robles. Since then, Jennifer worked for Atascadero Unified School District and co-founded the SLO Doula Connection. She is passionate about education and public service and excited to serve San Luis Obispo County with Supervisor Heather Moreno, engaging with District 5 community members and supporting Supervisor Moreno’s priorities of enhancing public safety, improving government efficiencies, and fostering economic development.
When Jennifer is not working, she enjoys supporting Atascadero High School sports and theater with her teenage children as well as gardening and painting with her husband at their ranch.
Don Campbell
Planning Commissioner
Named the 2012 Roblan of the Year by the Paso Robles Chamber of Commerce for his distinguished service in the North County, Don Campbell brings his decades of experience as a real estate broker, educator, farmer, and community volunteer to the San Luis Obispo Planning Commission.
A Cal Poly graduate, Don Campbell earned his masters degree in Agriculture Science and eventually a teaching credential, teaching Agriculture at San Luis Obispo High School. Later, Campbell and his wife Gail owned and operated Western Properties, which later became a Coldwell Banker franchise, specializing in farm and ranch sales and management.
For over thirty years, the Campbells have been active members of the local agricultural community, raising purebred Suffolk show lambs and growing wine grapes. Campbell was a founding member of Heritage Oaks Bank and has been a board member for 30 years, currently serving as Vice Chairman. He is the only remaining founding member to still serve on the board. Campbell has been a Paso Robles Trail Ride member for 30 years, a 4-H Club leader for 23 years, a Paso Robles Rotary member for 34 years, and a Junior Livestock Auction Volunteer for 47 years.
Robert Bergman
Civil Service Commissioner
A former member of two trade unions and 35 years of experience with self-employment, Bob Bergman is well versed in employment issues. With over twenty years of experience on the Civil Service Commission, during fifteen of which he served as Commission President, Bergman has earned a reputation for fairness and independence.
Kenneth Dahlen
Parks Commissioner
Kenny Dahlen has been a firefighter for the City of Fresno Fire Department for the last 11 years. He has also served as a Board Member of the San Gabriel Elementary School Parent-Teacher Association (PTA) and Atascadero Youth Soccer Association. He has also contributed to the community by coaching various soccer and softball teams over the years.
Having grown up in San Luis Obispo County, moving away, and then returning to raise his family, Kenny has learned how important it is to both conserve and utilize our natural resources. Kenny believes that having a place for our children to explore, learn and compete not only helps to keep them out of trouble, but it also gives them life lessons and appreciation for the outdoors.
