April is National County Government Month. From ballots to birth certificates, the SLO County Clerk-Recorder’s Office plays a vital role in daily life and democracy. This article spotlights how the office — led by Clerk-Recorder Elaina Cano — ensures election integrity, maintains essential public records, and delivers accessible, resident-focused services at the heart of our county government.
When you think of local government, road repairs, sheriff patrols, or zoning meetings might come to mind. But there’s one office that intersects with nearly every resident at some point in life — whether it’s getting married, voting in an election, or recording property documents — and that’s the Clerk-Recorder’s Office.
In San Luis Obispo County, this office is led by Elaina Cano, and its mission is simple but vital: to ensure the integrity of elections and the accurate maintenance of public records, while making these services accessible, efficient, and trustworthy for the public.
Elections & Civic Engagement
As the Registrar of Voters, the Clerk-Recorder oversees the entire local election process — from voter registration to ballot tabulation. According to the 2024 County Government Primer by the National Association of Counties (NACo), counties nationwide operate over 100,000 polling places and coordinate with more than 630,000 poll workers. San Luis Obispo County is part of that democratic backbone with more than 70 polling places and upwards of 500 poll workers during the 2024 General Election.
The SLO Elections team even gives residents a behind-the-scenes look at their secure ballot processing through videos and outreach efforts — helping build trust and transparency in every vote cast.
Public Records & Milestones
In addition to elections, the Clerk-Recorder’s Office maintains vital records and documents — from birth and death certificates, marriage licenses, and fictitious business names to property recordings and professional registrations. These services not only help residents navigate major life events, but also form the legal foundation of property ownership, identity, and public accountability.
As NACo notes, Clerk-Recorder staff are among the nearly 39,000 elected officials and 3.6 million county employees working in the more than 3,000 counties across the country.

In an effort to document this, the department recently released its first-ever Annual Report, which provides a deep dive into the statistics of its customer service and outreach efforts.
