State Prohousing Designation Program

Project Details

The State Prohousing Designation Program was established in 2019 to provide incentives to cities and counties in the form of additional points and/or other preference in the scoring of competitive housing, community development, and infrastructure funding programs administered by the State Department of Housing and Community Development (HCD). Local agencies awarded the Prohousing Designation are also eligible to apply for new Prohousing Incentive Pilot Program grant funding, which had $9.5 million available for FY2023-2024.

HCD is accepting new Prohousing Designation Program applications for review on a rolling basis. The HCD scoring system assigns points for “Prohousing” actions within 4 categories


 1. Favorable zoning and land use;

 2. Acceleration of housing production timeframes;

 3. Reduction of construction and development costs; and

 4. Providing financial subsidies.

 

To be eligible to receive Prohousing Designation, local agencies must have a minimum of 30 points total and at least one point within each category based on this HCD scoring system.

The County submitted a Prohousing Designation Program application in Summer 2024, which is under HCD review as of April 2025.
