                                                               JJCC Minutes

  1. Welcome and Introductions: The meeting was called to order at 2:35 PM.
  2. Public Comment:  No Public Comment
  3. Review and Approve Minutes from September 12, 2023.  A motion was made to approve the minutes from September 12, 2023.  All in favor, motion carried.
  4. Juvenile Justice Coordinating Council Refresher 
    • JJCC is required by WIC 749.22
    • Its purpose is to develop and implement a continuum of county-based responses to juvenile crime and a comprehensive multi-agency plan.
    • Membership includes 13 permanent voting members.
    • Its duties are to assist the Chief Probation Officer in developing the comprehensive multi-agency plan.
    • The JJCC meets a minimum of twice per year with a quorum of 7 and bylaws that were adopted in 2022. juvenile crime and comprehensive multi agency plan, pursuant to WIC 749.22.  
  5. Juvenile Justice Realignment Subcommittee Update: Assistant Chief Tom Milder, reviewed today’s meeting agenda and provided a refresher to the group on the authority for and purpose of the JJRS.  The JJRS Committee met on 01/23/ 2024, as a planning session to discuss what are current county realigned population consists of.
    • SOAR Program= 10 youth. 
    • Of those 10 youths, 4 are serving Secure Track commitments, 1 at STRTP, 4 are in the CVA program, 1 on Community Supervision (non-secure track).
    • Demographics:
      • All youth are male
      • 8 Latinx, 1 white, 1 black
    • Offenses:
      • 4 robbery, 2 assault w/ GBI, 2 sex offenses, 2 shooting at inhabited dwelling/vehicle
  6. Legislative Update
    • Assembly bill 505 (Ting) went into effect 01/01/2024.  This bill made changes to SB 823 local planning processes, requires annual site visits and made changes to OYCR ombudsperson.  The site visit is scheduled for March 22, 2024.  Assembly Bill 505 also changes to the composition in terms of the realignment subcommittee.  A co-chair may be elected to serve along with the Chief Probation Officer.  The subcommittee has to convene no less than twice per year. Elements of the plan and planning process shall be reviewed by OYCR.  New plan template for 2024 to include description of progress made on plan objectives or outcomes from the previous year.
  7. Recommended Update to the Bylaws
    • JJRS approved the following changes to the JJCC bylaws specific to the JJRS.
      • Updates reflect changes pursuant to AB 505
      • Add Article VI 3: JJRS ability to elect a co-Chair. 
      • Add Article VI 4: Annual review and approval of plan.
      • Add Co-chair to Article VII, Sec 2. Responsibilities of Officers
    • A motion was made for JJCC to approve the changes to the JJCC bylaw as amended. A motion was made by Chief Smith, second by DDA von Dohlen.  All in favor, motion carried.
  8. Review Juvenile Probation Data & Trent Analysis: Probation Program Manager, Larissa Herren – Provided a brief overview of data and trend Analysis for calendar FY23-2024.
    • Trend: Juvenile Hall Booking FY1920 to FY 23-2024:  
      • Down by 48 % between FY19-20 and first half of FY23-24.  Projection for FY 2023-2024 based on the first half of the year is 104 bookings.
    • Trend: Referrals from LEAs per Fiscal Year
      • 2019-20 reported 419, 2020-21 reported 244, between FY 2020-21 and FY2021-22 there was 34.8% increase. Bounce back from COVID-19 restrictions. FY 2022-23, 372 referrals, 2023-24 project 378.
    • Juvenile Arrest by Severity and Type in 2022
      • SLO County 26% reported (39 Felony offenses), California 46%
      • SLO County reported 15% (22 violent offenses), California reported 20%.
      • SLO County reported 7% (10 Property offenses), California reported 9%
      • SLO County reported 0 Drug offenses, California reported 1%
      • SLO County reported 0 Sex offenses, California reported 1%
      • SLO County reported 5% under other offenses, California reported 15%
      • SLO County reported 74% misdemeanor offenses, California reported 50%
      • SLO County report 0 status offenses, California reported 4% status offenses.
    • Trend: Share of High-Risk youth by residence Region, Snapshots
      • North county continues to have highest number of high risk youth
      • In 2023: 54% North County, 20% SLO /COAST, 20% South, 6% for other. 
    • Recidivism: New charges found true during Probation among closed cases. 
      • July- December 2023 10%. This is for only half the fiscal year.

    • Probation Juvenile Services Program Manager position allocation request in FY 24-25 budget JJRS in support of combination funding 823/JJCPA/YOBG
    • Youth Voice
      • Probation conducting focus groups with CVA & SYTF Youth.
  11. Future Planning
    • Consideration for FY 2024-25 is to continue to focus and ensure the services are place that support the entire continuum.  Also making sure we have a clear understanding from the youth’s perspective what is working well. 
    • Rely on this body to identify needs based on what the participating agencies are seeing.  
  12. Wrap up / next steps
    • Submitted Consolidated Annual Plan to BSCC on or before 04/30/24
    • Next JJCC meeting will be scheduled for April 9, 2024 - venue TBD
    • Future Meeting of JJCC in August / September 2024 for review of Data and Expenditure report due to BSCC 10/01/2024.
