  1. Welcome and Introductions:  The meeting was called to order at 2:35 PM.
  2. Public Comment:   No Public Comment
  3. Review and Approve Minutes from May 2/27/24.  Minutes from 2/27/24 were not prepared for review and approval.  Minutes from 2/27/24 will be reviewed and approved with minutes from this meeting at August/September 2024 meeting.
  4. Legislative Update: Senate Bill 1057 (Minjivar).  This Bill modifies Gov. Code 30061 changing the components to be included CMJIP. It repeals and replaces existing language in WIC 749.22 changing the composition and requirements of the JJCC. 
    • Revises required components of the multiagency juvenile justice plan to require:
      • A plan to include an assessment of existing community-based youth development services
      • Identification and prioritization of areas of the community that are vulnerable to court system involvement due to high rates of poverty and the incarceration of at-promise youth’s family members
      • Description of the target population funded under these provisions
      • Assessments to prioritize soliciting direct feedback on youth participants’ satisfaction with existing services and resources 
      • Programs and strategies funded under these provisions to be modeled on healing-centered, restorative, trauma-informed, and positive youth development approaches and in collaboration with community-based organizations
      • Prohibit the sharing of personally identifying information across agencies without informed, voluntary, revocable, and written consent of youth participants or their parents or legal guardians
      • Council to include additional information in its annual report to the board of supervisors and to the board relating to their programs, including data on youth participants and council members.
      • Would require the local agency (Probation) overseeing requests for proposals for funds under these provisions to engage with community stakeholders, as specified, and take into account the county’s juvenile justice plan and equity funding across the county. The bill would authorize any local agency to oversee the request for proposals except for a law enforcement-related agency, with preference for behavioral health-related local agencies.
      • Require JJCC to, at a minimum, consist of at least 50% community representatives with the remainder of the seats allocated to representatives from governmental agencies, as specified:
        • To include an at-promise youth, as defined
        • Either a person with experience in the juvenile court system or a system-impacted family member
        • Select 2 cochairs from amongst its members, at least one of whom shall be a community representative
        • Meet no less than 3 times per year and announce its meetings at least 10 days in advance of a meeting.
  5. Focus Groups:  A focus group was conducted on March 9, 2024, with a total of 13 youth, including the SOAR Program youth in SYTF and Coastal Valley Academy youth.  
      • Some of the findings include:  
        • Youth request additional support, including tutoring for high school and college students, CTE. 
        • Incentives and privileges for positive behavior, with more flexibility.  
        •  Youth are motivated by family, free time, college, sports, food, outings and more field trips. 
        • More education on system consequences from individuals with lived experience.

  8. Review and Discussion 2024-25 Annual Plan: A motion was made by Jeff Smith to approve the JJCPA Funded Plan Components, second by Steve von Dohlen.   All in favor, motion carried. 
  9. Wrap up / next steps
    • Submit Consolidated Annual Plan to BSCC on or before 04/30/24
    • Schedule JJCC Meeting in August/September 2024 for Review of Data and Expenditure Report
