San Luis Obispo County Awarded Over $1.6M in HUD Continuum of Care Grants to Address Homelessness

The federal funding will support local housing programs, improve access to essential services, and strengthen the countywide response to homelessness.


San Luis Obispo, CA—The U.S. Department of Housing and Urban Development (HUD) has announced it will award over $1.6 million in funding to the San Luis Obispo County Continuum of Care through HUD’s Continuum of Care Program Competition for Fiscal Year 2024. These grants will support critical programs aimed at addressing homelessness by providing permanent support housing, enhancing coordinated entry systems, and expanding supportive services for individuals and families in need.

A portion of the funding will be distributed among three key projects in San Luis Obispo County:
  • $875,990 to Transitions-Mental Health Association for SLO City Permanent Supportive Housing. This program provides housing assistance and supportive services for people with disabilities who were previously homeless. The initiative prioritizes those with the greatest service needs, ensuring program participants have access to case management, medical referrals, substance abuse programs, and independent living skills training.
  • $261,591 to People’s Self-Help Housing for Housing Supportive Services. This new funding will support 64 households in CoC-participating permanent supportive housing projects, providing tenants with clinical case management and access to essential services.
  • $312,597 to Community Action Partnership San Luis Obispo (CAPSLO) for Coordinated Entry System. The countywide Coordinated Entry System (CES) streamlines access to housing and service through a coordinated entry, assessment and referral process. Coordinated Entry serves as the entry point to key homeless services, assessing client needs and matching them to resources including prevention and diversion assistance for those at risk of homelessness, as well as permanent supportive housing for people with the highest housing barriers. 
In addition to these project-specific awards, the County of San Luis Obispo was also awarded $65,220 to support the San Luis Obispo County Homeless Management Information System (HMIS) and $108,996 for ongoing strategic planning efforts within the local Continuum of Care. The two awards to the County support the ongoing assessment of local community needs, the development of data-driven strategies, and the strengthening of collaboration among service providers. By investing in planning and coordination, the County can enhance its response to homelessness and ensure that resources beyond these grant awards are used efficiently and effectively.

“The Continuum of Care grants are instrumental in our efforts to reduce homelessness in San Luis Obispo County,” said Laurel Weir, Administrative Services Manager for the County’s Homeless Services Division. “These funds are critical for placing our most vulnerable persons into permanent housing and stabilizing them there, while also improving the efficiency of the countywide homeless services system through increased coordination.”

The awarded organizations collaborated under the San Luis Obispo County Continuum of Care to apply for funding through HUD’s CoC Competition. The funding will help sustain and expand critical services that provide long-term housing solutions, case management, and improved coordination across agencies serving community members experiencing homelessness.
