- Pursuant to WIC 208.1, youth in the Juvenile Hall shall be provided with free phone calls.
- Youth are allowed 15 approved persons. One of those approved numbers will be for the Ambudsperson.
- A youth’s parent and or guardian will be an approved person.
- All other approved person’s will be approved by the youth’s Deputy Probation Officer.
- All youth’s calls made from the unit phones
- The unit phones are for recreational use only. All County business, legal business and/or family emergencies will remain the responsibility of the Probation Department.
- Youth will have phone calls during free time periods as established by the approved facility schedules.
- Youth will ask to use the phone or be called by staff to use the phone.
- JSOs will utilize a sign-up sheet to address multiple phone call requests during free time.
- If youth are waiting to use the phone, calls will be limited to 15 minutes.
- There will be no incoming calls to youth unless approved by the on-duty supervisor on a case by case basis
- Juvenile Hall staff will not be responsible for passing phone messages on to youth. Time allowing, direct caller to youth’s parents or provide the Juvenile Hall address, always keeping CONFIDENTIALITY in mind.
- Generally, calls will not be monitored, however, staff needs to redirect youth prior to using the main kill-switch when:
- Volume becomes extreme
- Youth becomes physically agitated
- An emergency incident occurs in the facility
- A youth refuses to hang up the phone when directed
- Youth uses inappropriate or verbally abusive communication.
- All phone calls are recorded by NCIC and may only be listened to by approval of the Chief Probation Officer.
