Public Review and Comment

The objective of the California Accidental Release Prevention (CalARP) program is to prevent accidental releases of those substances determined to potentially pose the greatest risk of immediate harm to the public and the environment. Stationary sources (facilities) that handle regulated substances in industrial processes above threshold quantity levels are subject to the CalARP program requirements.  The CalARP program encompasses both the federal “Risk Management Program”, established in the Code of Federal Regulations, Title 40, Part 68, and the State of California program, in accordance with the California Health and Safety Code (HSC), Chapter 6.95, Article 2 and California Code of Regulations (CCR), Title 19, Division 2, Chapter 4.5.

A 45-day public review and comment period is required for all Risk Management Plans (RMPs) that have been deemed complete. Businesses eligible for public review and comment are below.

Pursuant to the State of California Code of Regulations, Title 19, Division 2, Chapter 4.5, Section 5070.2(c), the County of San Luis Obispo, Environmental Health Services, as the administering agency for the California Accidental Release Prevention Program (CalARP), has finished completeness reviews of the Risk Management Plans (RMP) for the handling of anhydrous ammonia at these facilities:

The RMPs are now available for public review and comment at the address below.  The formal public comment period last for 45 calendar days commencing with the posting date of this notification. Appointments to review Risk Management Plans must be made with Linnea Chandler of Environmental Health Services Monday through Friday between 8:00 AM and 4:00 PM at the address below. Photo identification is required at the time of document review.
