- CALL TO ORDER: April 4th, 2023 The DPC meeting minutes was called to order at 11:03AM. The Delinquency Prevention Commission made a motion to approve the minutes for the month of March that were taken by Maria Woodworth and reviewed by Commissioner Chairperson DJ Pittenger and Vice Chair, Karen Donaghe.

- INFORMATION FROM AGENCY:
- Probation / Juvenile Hall / Coastal Valley Academy – (Mike Corral, Chief Deputy) As of today, 10 youth are on the detention side. Six youth are enrolled in CVA program, two youth are out of county. Overall, the facility is doing well. The Juvenile Justice Coordinating Council met on March 28, 2023, to review the changes to Juvenile Justice Annual Plan. The next JJCC meeting is scheduled for April 19, 2023. Department of Social Services: (Angella Holmes) In the month of March Child Welfare Services reported an increase in the number of referrals cases with immediate abuse and neglect. Currently have 39 youth that are in the process of investigations with concerns of abuse and neglect, 102 youth are in family maintenance, 73 youth are in the process of reunification, 3 youth in permanent placement, 54 youth are over the age of 18 in voluntary foster care. Youth that are over the age of 18 can remain in foster care until their 21 birthday.
- County Office of Education: (Katherine Aaron) The juvenile hall parent video was approved and is now public on SLOCOE website, soon to be on the SLO Probation website. The video gives a brief overview of the arrest and booking process, placement, PBIS, programing and visitation. The intent is to help parents understand the process and provide an insight on how a minor is cared for while in custody. Katherine thanked all the agencies that collaborated in the making of the video. The juvenile hall parent video is the process of being translated into Spanish. The Juvenile Justice Coordinating Council met last month to approve the changes to the annual plan. As a part of the Juvenile Justice Annual Plan, Probation will contract with SLOCOE to hire a classified staff member to assist justice involved graduates by providing guidance to further their education or other post-secondary vocational training. Currently no program is in place for justice involved graduates; CVA was unable to accept a youth from out of county. (Chris Balogh) There are 180 youth on Probation in the San Luis Obispo County. The rising scholars grant will provide funding to help justice involved youth by helping them get into community college or a post-secondary training.
- District Attorney’s Office: (Steve Von Dohlen) The Juvenile Justice Delinquency Court members met to discuss the stance on in person hearing vs virtual. It was decided to continue with hybrid hearings to allow for remote access to parents, including Social Workers, Probation and other law enforcement agencies. Virtual hearings will allow for youth to return to class promptly after a court hearing. The school resource officer meeting is scheduled for Friday, April 28. An update will be given at the next JJC – DPC meeting.

- Truancy Board Meeting – (Cindy Wittstrom) County SARB met last month to address ten cases of those five were no shows.

- Anti-Gang Coordinating Commission – (Cindy Wittstrom) No update
- Human Trafficking Task Force – (Jim Brabeck) No update
