Purpose | To provide guidelines for when and how youth in CVA will be allowed to use a unit phone for personal phone calls. |

Overview
Youth may be allowed to use a unit phone to make non-collect phone calls to a parent, guardian, or caregiver. Calls will be facilitated at the discretion and availability of CVA staff.
Specific Procedure
- Youth may request to make non-collect phone calls using a unit phone by notifying staff either verbally or in writing
- Youth’s use of the unit phone will be made during the youth’s free time and at staff discretion
- Requests for calls to be made outside of free time require approval by a DPO, JSO III, or SDPO
- Staff have the authority to end a phone call if the youth are heard being rude, disrespectful, using inappropriate language, or if it is causing the youth to become upset and agitated
- Staff will determine the duration of phone calls to ensure all youth have equal access to the unit phone
- Staff shall verify the person the youth is requesting to call has been approved for phone calls, as noted in Monitor
- Staff shall dial the phone number for the youth
- Staff shall dial 9 *67 followed by the phone number
- Staff shall log all phone calls in Monitor to keep track of the date and time the youth used the unit phone
- Youth are not permitted to give out the unit phone number for incoming calls
- Youth may receive incoming calls through the main Juvenile Hall phone line that are transferred to the unit phone with the JSO III and/or CVA DPO approval
