2.7 Coastal Valley Academy Outings

Subject 2.7 Coastal Valley Academy (CVA) Outings
Purpose This procedure is intended to mitigate the risk of a youth running from Probation Peace Officer supervised outings by ensuring officers conducting CVA outings follow minimum standards and procedures.

Overview

Youth admitted into the CVA can earn the privilege of participating in Probation Peace Officer supervised outings outside of the detention facility. A copy of this procedure shall be kept in the CVA Outing Binder.

Specific Procedure

  1. To be eligible to participate in a CVA outing, youth must be Level 2 status or higher
  1. To be permitted to participate in a CVA outing, youth must be eligible and must not have frozen during the 6 days preceding the outing
    1. A Supervising Deputy Probation Officer (SDPO), Deputy Probation Officer (DPO) III, or Juvenile Services Officer (JSO) III may permit a youth who has frozen to participate in a CVA outing if the youth has made positive progress since freezing
  2. Minimum Staffing
    1. Officers shall be accompanied by another Probation Peace Officer when conducting CVA outings, unless approved by a SDPO
  3. Non-Armed Officers – Minimum Field Equipment Deployment
    1. JSOs and field trained DPOs assigned to the CVA shall have the following equipment when conducting a CVA outing:
      1. Carry O.C. Spray in a concealed manner
      2. Carry handcuffs in a concealed manner
      3. Must have immediate access to a radio or cell phone
        1. Officers shall adhere to the Use of Two-Way Radios outlined in the Field Operation Standards Policy
      4. Carry a Probation Department identification card at all times while on duty
  4. Armed Officers – Minimum Field Equipment Deployment
    1. Armed officers conducting a CVA outing shall carry firearms in a concealed manner in accordance with the Department’s Firearm Possession and On-Duty Carry Policy
  5. Prior to Outing
    1. Route planning:
      1. Select the safest, most efficient route and estimate travel time
        1. Select an alternate route
        2. Utilize GPS but have printed directions as a back-up
      2. Check road and weather conditions
      3. Identify parking issues
      4. Identify potential stops for restrooms, meals, or emergencies
        1. Identify location of nearest law enforcement agency and hospital
      5. Determine seating arrangements if transporting more than one youth
        1. Youth are not permitted to sit in the front passenger-seat unless approved by a SDPO or CDPO
      6. Stage vehicle(s) in the Juvenile Hall Sally port
      7.  Inspect vehicle(s) prior to outing
        1. Ensure vehicle(s) functionality and safety
  6. Transport
    1. Officers shall bring the CVA backpack containing the CVA Outing Binder
      1. The CVA Outing Binder shall include the following:
        1. Signed Off-Site Agreements
        2. Youth Face Sheets
        3. Contact number for local law enforcement agencies (LEAs)
    2. Officers shall remind youth they must adhere to the Behavior Matrix for Vehicles
    3. ​​Officers shall ensure each youth is always seated appropriately with their seatbelt fastened while the vehicle is being operated
    4. Officers shall scan surroundings and respond to any threats, emergencies, or problems to ensure the safety of the youth
  7. Destination
    1. Officers shall remind youth that they must adhere to the Behavior Matrix for Outings
    2. Officers keep all youth within sight and sound
      1. Officers shall instruct the remaining youth to return to the vehicle(s) and wait for further instruction
      2. Officers shall note:
        1. The time of day
        2. Their current location (including law enforcement jurisdiction and nearest cross street)
        3. The fleeing youth’s physical description
        4. The direction the fleeing youth appeared to be headed
      3. Officers shall notify:
        1. Law enforcement of the jurisdiction they are in of the youth’s escape from Juvenile Hall
        2. Juvenile Hall of the youth’s escape and estimated time of arrival with the remaining youth
        3. The Juvenile Hall on duty or on call SDPO as well as the CVA SDPO
          1. The chain of command will be contacted including the Custody Division Chief Deputy Probation Officer (CDPO), Juvenile Services Division CDPO, Assistant Chief Probation Officer (ACPO), and the Chief Probation Officer (CPO)
        4. If possible, one officer shall stay in the area to make direct contact with the local law enforcement agency (LEA), provide them with the youth’s face sheet and help begin the search
        5. Officers shall return to CVA as soon as possible with the remaining youth
        6. Once an outing has concluded, officers shall ensure that each youth has returned to the vehicle(s) and inquire as to any injuries, loss of property, or other concerns prior to leaving the destination
        7. Officers shall notify Juvenile Hall of the estimated time of arrival and of any additional information related to injuries, loss of property, or other concerns
        8. Officers shall return vehicle(s) back in the Juvenile Hall Sally port before youth are permitted to exit the vehicle

          1. In the event the Sally port is inaccessible, officers shall instruct the youth to remain seated with their seatbelts fastened and return the vehicle(s) to the Juvenile Services Parking lot and await instruction from a JSO III or SDPO

  8. Post-Transport

    1. ​Officers shall inspect the vehicle(s) to ensure youth have not left anything behind
    2. Officers shall retrieve the CVA backpack with CVA outing binder and return them to CVA unit
    3. All youth who participated in the CVA outing shall be patted down prior to returning to the CVA Unit
    4. Officers shall inspect vehicle(s) to ensure functionality and safety
      1. Officers shall notify a JSO III of any findings related to the vehicle’s functionality or safety

    5. Officers shall return the vehicle(s) to the Juvenile Services Parking lot and ensure the vehicle is secured before returning the vehicle keys
